Jiading district's domestic economic and social development plan for 2012
1. Continuing transformation for both quality and benefits
Increasing economic power
The district's economy remained its stable growth and showed the good results of the transformation, with value-added output reaching 129.27 billion yuan ($21.09 billion), a year-on-year increase of 9.1 percent, with the areas belonging to the districtat 96.97 billion yuan, up 6.7 percent, and finance revenues at 12.16 billion yuan, up 13.6 percent. The district had fixed asset investments of 39.88 billion yuan, well above 30 billion yuan for three years in a row. Total consumer good sales were up 22.6 percent and commodity sales rose 29.1 percent. Exports are expected to amount to $9 billion, which would mean reaching the 2012 goal.
Steady growth in manufacturing quality
Growth in company revenues increased faster than that of gross output value, with output of industrial enterprises, with annual revenues of 20 million yuan or higher, reaching 267.77 billion yuan, for a growth of 1.3 percent year-on-year. Those enterprises had 17.41 billion yuan in profits in all, for a 3.7 percent increase over the previous year, and 51 key enterprises had an output value above 1 billion yuan. The automobile parts industry improved its advantages and had 126.18 billion worth of output, or 47.1 percent of total output from enterprises with annual revenues of 20 million yuan or more. The district got 89 more new, high-tech enterprises, bringing the total for 2012 to 315. The output of new, high-tech enterprises with annual output of 20 million yuan hit 103.02 billion yuan in total output, up 7 percent, year-on-year, or 38.5 percent of total output. Manufacturing sped up its industrial layout adjustment and added 2 square kilometers of industrial land, with the focus on key industries and the removal of some and integration with other industrial enterprises. As many as 261 poorly performing companies and 14 dangerous chemical enterprises were eliminated, with 218.5 hectares of land put to better use.
Developing modern services
The district's tertiary industry had added-value output worth 36.39 billion yuan, for a growth of 10 percent, or 37.5 percent of the district's total value added output, and 1.7 percentages points above last year. The service sector and online shopping online were under spotlight, while the culture business saw year-on-year growth of 40.9 percent in revenues, and the information industry, 23.4 percent, and e-commerce, 53 percent. The industrial park with the Jiading industrial zone was declared a national e-commerce demonstration base and national advertising business zone. There was a combined effect from business, tourism, and culture, with the year's tourism revenues up 10.5 percent, and the number of tourists up 65 percent. With the beginning of a Shanghai financial valley project, the finance business saw a breakthrough, with the Acrel Co going public on the second-board market and four other enterprises were listed on the new three board market and Shanghai Equity Exchange.
Progress with strategic new emerging industries
The gross output of strategic new emerging industries in the district is expected to amount to 45.6 billion yuan, or 17 percent of total output of industrial enterprises with annual revenues of 20 million yuan or more. The district saw work begin on the China Electronics Technology (Group) Corp's software and information services industrial park and the Chinese Sciences Academy's Shanghai Institute of Technical Physics. The China (Shanghai) Electric Vehicle Pilot City and SAIC Motor Co came up with a strategic cooperation agreement, a new National Center of Supervision and Inspection of Motor Vehicle Product Quality (Shanghai) was established, a center for new energy automobiles for the Party school of the Party Central Committee began operating, and Phase II of the Internet of things center completed its roof work. There were also some top scientific and technological industrialization projects, including trial production of a key product model machine of United Imaging Co, sodium-sulfur battery production, the installation of a laser rare-earth glass production line, and a trial production run of solar energy coating materials.
2. Functional improvements and node city takes shape
Urban space planning keeps being optimized
The goal is to establish a new "1412" urban system, so a new round urban space arrangements is being developed, with a basic "cross and ring" frame to help the core of the new city expand and achieve synergy with new cities and towns. The core's design in the eastern part has been drawn up and the first phase of planning, for a 4.5-sq-km area, completed, with work on the second phase starting. The planning is quickly covering more urban areas and now covers more than 95 percent of the Jiading district. And, the towns of Xuxing and Waigang have pushed work on new townships and made optimal use of their key industrial areas.
Jiading district new city becoming a functional area
Shanghai Jiaotong University's (Jiading) affiliated high school is now open and an improved education system, at the high, middle, and primary school and kindergarten level is taking shape in the district's new city. In addition, the district's library is established and more facilities are in use. People are moving to the new city as more residential buildings open and the new city's management has taken control of the core area, with eight neighborhood groups and a proper management system. Other buildings, such as the justice administration and the State-owned assets are in use and more than 20 government departments and State-owned units have moved to new offices, leaving the old buildings for the public service sector in the old quarter.
The first rail transit terminal project in the district — Jiatinghui City Life Square is underway, and work on the five-star Crowne Plaza Shanghai Anting Golf Hotel is completed and it is open for business, while the modern service area at the Moyu Rd terminal is taking shape. Meanwhile, the automobile development science and technology R&D site has gotten approval from Shanghai's automobile design base, and a bonded warehouse for motor parts exports is in use. At the same time, interior decoration work is going on at the Oriental Hepatic Surgery Hospital and the National Liver Cancer Science Center and work on the Anting international medical industrial park has started. The Nanxiangjiangqiao area is being transformed, with the Zhongye Xiangteng city square coming into use and business buildings gradually being added. Many key projects, such as the Beihongqiao e-commerce headquarters bay, have come to the area.
Urban support facilities developing
Shanghai-Jiading Highway is now an urban expressway and work has begun on Phase I of the northern section of Jiamin Rd, with Phase II still in the approval stage. Work is completed on Huxiang Highway's major structure and Jinchang Rd is open to traffic, as the public transportation network gets better. The western section of Phase I of Line 13 has gone into trial operation and several junctions, at the Anting, Malu, Nanxiang, and Changjilu terminals, are working, while the Jiading Passenger Transport Center's new station is in use, and 39 kilometers of public transportation have been added. The Jiading section of a national extra-high voltage power transmission project is at the preliminary stage, while contracts have been signed on the Jiading Yuanshui branch project and the Taihe water plant expansion, and some preliminary work of the Jiading renewable energy center has started. A new 3-yr environmental protection action plan is in effect and a 3-yr afforestation action plan is complete, while the household garbage treatment rate is now 95 percent, the good to excellent air quality index is at 93.7 percent, and the urban sewage treatment rate, 82 percent. The district has also explored a city management mode and now has urban grid management and a pilot for a combined service force.
3. Overall planning considering people's livelihood
Building a sound employment and security system
The district has employment and entrepreneurship polices and has stable employment. In 2012, it added 33,272 new jobs, found other work for 8,360 rural laborers, and had unemployment levels below the permitted. It had 652 organizations supporting business start-ups, and providing skills training for 26,246 people. There were various forms of social security coverage for 98.7 percent, and as many as 77 percent of households had urban insurance. The minimum pension for the elderly whose land was required to raise up to no less than 965 yuan ($157.2) per month. It began work on the first nursing home for the elderly with physical and mental disabilities in the Shanghai suburbs – the Jiading Social Welfare Institute No.1 -- and added 260 beds to nursing homes, while improving 20 activity rooms for the elderly. This social security method keeps improving, with 250 million yuan in funds to help 530,000 people living in poverty. The district also provides funeral services for free and it now has the "Sunshine home" for training, recreation and sports activities, art exchanges, and rehabilitation services for the disabled, in the towns of Anti, Nanxiang, Xuxing, and Huating
Subsidized housing projects moves forward
The district sped up construction work on municipal housing in Jiangqiao, Yunxiang, and Chengbeidaju, beginning work on 720,000 sq m and completing 500,000 sq m. It also began accepting applications for the subsidized housing of common property right, with 327 households selecting the housing. And 119 more households got affordable housing, bringing the total number to 665. The district established a rental company with 38,000 sq m rental housing ready for use. Work began on other housing projects, including Phase I of Longxiang Daju and Chengbei Daju. The district began work on 742,000 sq m of housing, and completed 754,000 sq m. The district held 3,261 households.
Progress in agriculture, farming, and rural areas
The district has policies for improving agriculture and benefiting farmers and its grain production subsidy was raised to 9750 yuan per hectare, while the total amount for agricultural machinery reached 37.69 million yuan. Rural households' per capita income increased 11.7 percent, or more than that of urban residents, four years in a row. It continued to develop modern agriculture through the use of high-level grain fields, better facilities, and vegetable plots. The district also got five more pollution-free agricultural enterprises. Its 290,000-sq-m common residential buildings in Waigang completed roof work and the district began supporting underdeveloped villages and reforms of a village collective property rights system, dissolving 18 villager groups. Living conditions of farmers keeps improving by rebuilding villages with nearly 3,000 households, with new rural commercial sites, and 140 breakfast supply sites.
4. Balancing coordinated social development
In improving its public services, the district will provide better financial guarantees and expenditures that focus on the people's livelihoods. It will make education development the priority for high-quality, balanced development of education. It has completed work on seven schools and has got 14 private primary schools to cooperate with public primary schools in the district, and the proportion of migrant worker children attending public primary schools has risen to 59.7 percent. Meanwhile, medical reforms continue and are taking the lead in standardizing the use of assistant general practitioners and increasing family doctor coverage, with 93,000 residents taking part. The towns of Anting and Waigang, the Jiading industrial park, and Jiading new city (Malu town) earned city demonstration community health services awards and work began on a Jiading stadium. The district took part in organizing the first public sports meeting, with a large number of participants and awards.
Cultural development achievements
The district has become a city-level demonstration site for public services in culture and has raised its public service culture quality. Its public culture facilities are improving and it has opened a museum, finished roof work on the Poly theater, finished interior decoration of the Han Tianheng Gallery, and moved the Shanghai Painting and Calligraphy Academy in. The district has 40 "People's bookstores" and three self-service libraries, as well as 42 grass-roots culture demonstration sites, with various facilities open to the public, for free. It also tries to provide diverse public cultural products and services and has held several thousand activates, attracting 792,000 people, while providing etiquette training as well.
Improving social management
The district has done some social stability risk analysis and evaluation of major issues, involving safety management in production, construction work, firefighting, transportation, and foods and medicine and has improved social security and population management so that and its public security index ranks among the top in Shanghai. The district is a national city in mutual support by locals and the armed forces, and has been for seven consecutive years. The district human resources and social security bureau got an advanced unit award and the district is the first in the city to make civilized models of its towns and communities. The town of Nanxiang won the national civilized town award and Zhenxing St got the national civilized unit award. The Jiading district's good neighbor project was selected as one of 10 innovative social development projects and the district concentrates on community management with innovative practices. Community development covers five areas, such as various affairs, health services, and culture to improve public services and resource distribution.
5. Reforms and innovation for greater growth
Improving all systems and mechanisms
The district's new city is checking its systems and mechanisms and improving the management level of the core area. It continues to reform State-owned assets and enterprises and integrate urban investment companies, water service companies, State-owned companies, rail companies, public housing companies, and the Jiafang real estate company to clarify the individual functions of State-owned companies. It is also improving the evaluation system for expenditures and providing financial support for a pilot project to replace the business tax with an added-value tax. Here, the focus is on emerging industries, and establishing a Jiading district financial service office, Jiading park management committee, and a Zhangjiang New and High-tech Zone office. Jiading Park, in the Zhangjiang New and High-tech Zone has been improved and the district is pushing reforms in the administrative approval system and simplifying approval procedures, while strengthening supervision.
Seeing the effect of investment
The Jiading district has had some innovation in attracting and guiding investment in an industrial chain, with $650 million in contracted capital, or 118.6 percent of planned capital, and $790 million in realized capital, or 174.7 percent of planned capital. It is integrating resources and investment with the focus on leading enterprises and has introduced four foreign headquarter projects, 547 culture and information enterprises, and 240 equity investment and management enterprises. It now has 6,722 more enterprises paying taxes, amounting to a tax increase of 4.9 percent, year-on-year and it has seen the core competitiveness of its industrial parks improve.
Scientific and technological innovation
The district has developed a venture capital incubator strategy and has 60 incubator enterprises, with the Shanghai Jiading Advanced Technology Innovation and Business Incubator and Juyuan Internet of Things Incubator having been upgraded to city-level scientific and technological enterprise incubator status. It also has an intellectual property strategy and holds 2,708 patents. It has 27 new key high-tech enterprises that are part of the nation's Torch Plan, one national enterprise technology center, 79 small city-level science and technology enterprises, 47 of which have earned national and city-level innovation awards. It also has five city-level engineering and technology research centers and has worked on the commercialization of research findings, with projects doubling and commercialization increasing by 7.5 percent. The district got the country's demonstration base for production, study, and research cooperation award and has attracted 32 talented people from China's "Global Experts Hiring Program" and 20 from Shanghai's "Global Experts Hiring Program".
