Establishment of friendly relations

The two places began friendly exchanges at the end of 1993 with the efforts of Professor Zhu Zhengyin of the Shanghai Institute for International Studies and He Fangming, honorary chairman of the America-China Affairs Council of the United States, and with the support of the Chinese embassy in the United States.

On March 29, 1994, the two regions signed the Letter of Intent on Friendly Relations Between Jiading District of Shanghai Municipality of the People's Republic of China and Fairfax County of Virginia State of the United States of America.
