5. Enhancing people's livelihoods

Employment promotion was greatly advanced. The district strengthened the construction of a start-up district, initiated a new three-year action plan for encouraging start-ups to drive employment, and moved further toward full employment. Moreover, in the past year, 29,910 jobs were created. A total of 6,660 surplus rural laborers were shifted from the countryside to the city. Registered urban unemployment was maintained within the index assigned by Shanghai municipal government. Some 225 citizens and college students with difficulties in finding jobs, and members of zero-employment families, were assisted. The district also gave support to 650 start-up organizations and launched a variety of vocational skill training courses for 22,000 people.

The social insurance system was constantly improved. The district continued to get more local workers to be included in the social insurance system and to give better social insurance to its people. It also worked on improving the treatment of retirees paid small town social insurance and the elderly whose land was requisitioned by the government. By deepening its social assistance mechanism, the district assisted 399,000 people and granted assistance funds of 240 million yuan ($35.35 million). A total of 5,278 settlements of claim cases involving the comprehensive insurance and assistance insurance of people's livelihoods were handled with total payments of 5.62 million yuan ($827,973). The district strengthened the construction of a community affairs service center by providing an online reservation and consultation service. The first stage of the first social welfare institute in Jiading district began trial operations, and six nursing homes for the elderly were built, adding 228 beds for senior care. The affordable housing project for disabled people was implemented, works on the national pilot district for services for disabled people purchased by the government were advanced orderly, and the district explored setting up an employment and start-up platform for disabled people with e-commerce firms. Moreover, the district successfully achieved its goal of becoming an eight-time winner of the National Double Support Model City (support the government and cherish the people, support the army and give preferential treatment to the families of the servicemen and martyrs). The area of newly started projects of district affordable housing was 546,000 square meters, 1.169 million square meters were delivered, and 2,900 households living outside their houses were settled.

The social management level was steadily improved. The district actively set up a good-neighborly platform by registering an official WeChat account and hosting 14,000 good-neighborly activities. Besides, the construction of one-stop service stations in 60 neighborhood committees and the transformation of houses from 11 old communities were finished. The general election for village committees was completed lawfully, normally, and in an orderly manner. And the full-time work and localized management of neighborhood committees were apparently promoted. The district advanced the cultivation of professional community workers, fully exerted the incubating and cultivating functions of social organizations as public welfare practice bases so as to facilitate the development of social organizations. Furthermore, the district continued to improve the assessment and rating system for village committees and upgraded the social management information system, such as by integrating the functions of electronic ledgers and contact services. Moreover, the district continued to carry out an improvement initiative for social governance of village residences. It tore down old and new illegal buildings with a total area of 1.6 million square meters and 46,000 square meters respectively, and completed the environmental renovation project of Xinyu Village in Nanxiang Town.

The foundation of social stability was continuously consolidated. The district organized and carried out the concentrated action of Jiading Production Safety Month by cracking down on illegal activities including property embezzlement and the use of gambling machines. Moreover, the district started the transformation of technical protection and physical protection in 417 old communities, communities with high crime rates and communities with a low level of safety awareness. As a result, the rate of dialing 110 to call the police decreased 3.1 percent year-on-year. Besides, the grid management of joint services was deepened and various service platforms were combined together. A total of 385,000 cases were accepted and the case settlement rate reached 99.8 percent. In addition, the district smoothed the channels of letters and visits in an all-round way, strictly inspected the main responsibilities in contradiction resolution, standardized the classified workflow with separate duties, utilized a three-layered platform for letters and visits, so as to create a healthy, responsible and legal letters and visits system. Furthermore, the supervision of safety production and food and medicine safety was intensified, two examinations and rectifications of public security were carried out, and the security management of large-scale activities was strengthened. Hence, there were no major and severe accidents endangering public security.

The district government strived to enhance self-construction by focusing on the requirements of the "three stricts and three honests" (being strict in morals, power and self-discipline, along with being honest in decisions, business and behavior), while doing well in economic and social development. By cooperating with Shanghai Free Trade Zone, the district canceled and adjusted 104 administrative approvals and other items, initiated and completed stage I construction of an online government affairs platform, and explored strengthening the supervision of the process of post-event supervision. Besides, the district intensified its restriction and supervision of administrative power, and actively implemented the administrative power list system and responsibility list system, with 42 district-level departments and 12 sub-districts and towns included in it. Moreover, the reform of the administrative system was steadily advanced, the sub-district system reform was completed, the function of attracting foreign businesses and investment into the district was canceled, and financial guarantee mechanism was established. In addition, the district optimized and integrated department functions by setting up a construction management committee (transportation committee), a market administration and an urban management and law enforcement body. It straightened out the emergency management system, established a unified registration mechanism for real estate, and completed the classification reform of public institutions throughout the district. The reform of State-owned assets and enterprises was advanced steadily, business integration was initiated, the salary system was optimized, and stock assets were actively liquidized. Furthermore, law-based administration was promoted, and the government legal adviser system was implemented by employing two legal advisers for district government. The district practiced frugality by exercising strict control over three public expenses (including official overseas funds, official car purchase and operation expenses, and official entertainment expenses). The district enhanced its internal management by formulating administrative measures including government investment projects and government debt, and strictly standardized the usage of financial funds. Incorrupt government education and daily evaluation were also strengthened, and the overall quality of government staff was continuously improved. Besides, the district optimized its transaction process, shortened transaction times, and valued the outcomes of transactions based on 63 suggestions, remarks and comments from representatives of Jiading District People's Congress, and 150 proposals voted for by Jiading District's Political Consultative Conference.

Work arrangement for 2016

The general requirements for this year's work are as follows. The district needs to grasp the new features of the current macroeconomic situation, focus on the five major development principles including innovative, coordinated, green, open, and sharing, emphasize supply-side structural reform, adhere to bottom-line thinking and the overall tone of seeking greater stability, coordinate relations among economic aggregates, development speed, economic structure and economic quality, and strive to improve the quality of economic development and the level of urbanization. Meanwhile, centering around the key tasks of the 13th Five-Year Plan, the district needs to further deepen reform, strengthen district-level coordination, arouse the vigor of local governments, give priority to making up shortcomings, breaking bottlenecks, intensifying functions, and optimizing the environment so as to turn Jiading to a modern, new city.

Here is the preliminary arrangement for the main targets of economic and social development. Its economy will enjoy stable growth, the economic structure will continue to be optimized, and economic quality and benefits are expected to be steadily improved with an increase of 7 percent over the previous year. General public budget income is set to increase 8 percent year-on-year. Moreover, people's livelihoods will be strongly guaranteed, society will be governed in an orderly manner, the increase rate of residents' per capita disposable income will keep pace with economic growth, and registered urban unemployment will be controlled within the indicator required by Shanghai. In addition, the district will strengthen environment restoration, further advance energy conservation and emission reduction, and the descent rate of integrated energy consumption of the added value per unit and the main pollutant emission reduction will achieve the target assigned by Shanghai municipal government.
