Jiading rolls out $37m plan to woo talents

Shanghai's Jiading district plans to boost innovation by bringing in some 100 elite startup teams and 1,000 professionals in various sectors in the next five years, according to an article published by Jiefang Daily on June 5.

Governments at district and town levels are projected to spend 250 million yuan ($36.8 million) in work and living subsidies for the outstanding candidates.

The subsidies, 50 percent more generous than before, fall into three main categories.

Qualified individuals will be entitled to 300,000 to 600,000 yuan as a business start-up subsidy, a 100,000 to 300,000 yuan "innovation work" subsidy and 80,000 to 150,000 yuan living allowance.

Qualified teams can apply for a 500,000-to-1 million-yuan start-up subsidy, 300,000 to 600,000 yuan innovation subsidy and 250,000 to 500,000 yuan living allowance.

Jiading's talent incentive scheme also includes subsidies for rental and house purchase.

It is notable that professionals with advanced managerial experience are regarded as "innovation talents" for the first time. The governments have also pledged to put more value on candidates' work competence than on their professional title.

With these measures, Jiading hopes to garner more top-level people and teams to contribute to its goal of "becoming a vital science and innovation hub in Shanghai", said an official with the local human resources and social security bureau.
