The National Intelligent and Connected Vehicle (ICV) Testing Demonstration Base was approved by the Ministry of Industry and Information Technology in June 2015.

It was the first open public platform in China that focuses on ICV tests and has gathered a number of world famous auto brands, such as SAIC, Volvo, General Motors, Ford, and Chang'an. A 5.6-kilometer-long road was also designed for ICV tests, the first of its kind in Shanghai.

The base is striving to become China's hub for advanced ICV technology research and development, product verification and release, standards and specifications development, as well as testing and certification. It also aims to become a place to incubate ICV innovation, cultivate talents and gather industries and capitals.

Based on industrial and technological progress, four stages of project will be implemented to establish a systematic evaluation system and comprehensive demonstration platform. Those stages include closed test zone, open road, typical city and inter-city corridor.

The base plans that, by the end of 2020, it will see tens of thousands of vehicles taking pilot driving on highways, overpasses and rural roads, which cover a total area of 150 sq km and form various inter-city corridors.
